A very good question. If you will read the entire story (too many words to post in full) the writer out of South Carolina, a heavy “dog-fighting” state, is extremely careful to quote, by name, rank, and department, everything that is in the story.
It is being treated with kid gloves.
If you do read the whole story, you will see that it has been initially given to a prosecutor who usually does domestic violence. It appears to be too big not to report, but they will try very hard to sweep it under the rug.
This should actually be on Drudge. It is that bad.

It appears that I may have just been in shock and disbelief. And may still.
The man incited his pit bull to attack his wife, and refused to call it off in the presence of law enforcement while she was being ripped to pieces by the dog in front of them all.
This is demonic.

As a viewer of Discovery ID channel, I will tell you this is not the first time these dogs have been used to intentionally murder someone, at least in this case attempted murder.
I saw a story about some hood trash who moved in with their mean pit bulls and released them from their gate at the exact same time their female 40-something neighbor was getting home from work, who they had a long running argument with over their dogs.
They ripped her to shreds.

"The dog had to be shot and killed by responding police officers who saw the attack and could not get Walch to call the dog off, according to police reports . . ."
The word's been out for a long time in the drug culture about how pit bull owners are practically immune to lengthy sentences and won't even be charged in most cases.
If any of you want some honest information about how to try to defend yourselves from bad dog attacks, just let me know.

"The charge Walch faces now is a misdemeanor,..."
There are motives for his refusal to call the dog off and motives for the lack of felonious assault charge. Most people are unaware of those motives. Like I said, I have training and experience.
Something else learned over a few decades. Most people are too vain and hooked up to popular fiction to help themselves.

Dude! you need to be more balanced and fair. Where are all the stories about golden retrievers having to be shot to stop an attack? Pomeranians, corgies, greyhounds ,Blue heelers, tea cup Chihuahuas? my sister got bit by a llama once!!. /s. otoh keep up the good work. and yes this should be attempted Murder, not a simple assault.

if he had pointed a gun at her its assault with a deadly weapon. instead he sic’d his “love muffin” on her. he can say he didn't know the dog was loaded or would hurt her. His alibi is a gun is predictable, a dog is not a murder weapon..
