Was the bear hiding under the gangplank, waiting for his prey?
Maybe just an old hunting legend...Polar bears are all white except the nose and paws, they cover their nose with the forearms and paws dug into the snow for concealment.
And in this case, waiting for the tourists to arrive.

Up in Svalbard/Spitsbergen, they have more polar bears than people.
When you get off the plane in Longyearbyen, they have rifle rental at the airport. Never leave town unarmed - even on the slopes overlooking the town. Any bear that comes anywhere near town is shot just as soon as possible.
People who are outside of town will put out trip flares at night, and bring dogs to stand guard.
Polar bears are much more dangerous than Grizzles. Grizzley bears will occasionally hunt humans as food - Polar bears will do so virtually every time the see or catch scent of a human. No other predator is as reliably aggressive toward humans as Polar bears, and they always want to take you as food.

The souvenir shop in Longyearbyen had shelves full of polar bearskin rugs in every corner when I visited, but you were not allowed to bring them into the US. I believe they were selling for about $2,000, but the quality of the taxidermy was high.
Wily polar bears on Svalbard will sometimes disguise themselves as people in fake polar bear costumes, to lure tourists into approaching them.

It was not clear who shot the bear. The polar bear was white so according to the media it couldn't have been a cop, they only shoot black bears.

Here is the Polar Bear warning sign at the edge of Longyearbyen, which says "Applies to All of Svalbard". No one is supposed to go beyond there unarmed.
This is the actual bear that committed the attack in the article:

The Polar Bear (Ursa Maritimus) is a terrific swimmer. They spend months every year at sea, on and off floating sea ice. Icelandic patrol vessels keep an eye out for any that enter their waters, and reportedly shoot them on sight, before they can make landfall in Iceland. Polar Bear populations have been booming in recent decades.
