On the other hand, after Sandy, much of Manhattan’s communications infrastructure was submerged under water much higher than speculated here. A lot of copper cable was compromised, and then replaced by fiber suitable to be submerged.

Well, I say tear down the governments, convert to world socialism, enslave entire populations, but for heaven's sake DON'T imperil my pr0N and cat pictures!

A little cup of water on this fire of indignation - international Internet traffic already travels on submerged cables. 99% of it, in fact. See HERE for a map. And hard to believe, they can actually transmit the stuff right through the very aether itself! No wires! We could call that...wireless.
