Central Europeans, in general, tend to be like that, especially the slavic peoples like Poles and Czechs, but once they get to know you, they are the warmest, friendliest people you can find.
I absolutely could live in Krakow. Beautiful city, and the prices are very good.
The Economist used to be a highly respected publication, but that was several decades ago. Its now just socialist tripe.
Seattle?...seattle has a beautiful setting but getting here to there is a nightmare...rents and housing is super expensive...

Krakow is really pretty. Most of the rest of Poland isn’t since so much of it was destroyed in the war. The people are quite friendly I’ve found and contrary to the thick farm girls in burlap image I had of them when I first went there the first time in the early 90s, they have some very attractive women who sure do seem to like their dairy products...if you follow. :^)
Hungarians are very friendly. They also know how to have fun though there is a pessimism that goes to the core of their souls, they are still friendly rather than miserable. Oh and I should add, I think Hungarian chicks are THE hottest on the planet - though they also tend to be on the crazy side.
Austrians I found to be clean, well educated and polite but also cold and standoffish. That was not a language barrier thing either since I speak German.
Though I’ve been to Prague several times, I really couldn’t say I’ve interacted with the Czechs enough to get a good read on them.
Southern Germans ie Bavarians and Baden-Wuerttemburgers are quite friendly. Berliners are cold. Hanseaters (ie people from Hamburg) I also found to be rather cold.
Parisians were world class A-holes. The rest of the French were quite nice and friendly....and clean - maybe the old hairy legs and arm pits thing used to be true decades ago - it wasn’t now the last time I was there.
Italians were friendly and outgoing and boisterous. Boisterous to the point that its sometimes tiresome but its almost impossible not to like them.
Warsaw is quickly becoming a very nice city, a lot of construction. It’s a lot different today than even five years ago.
Your post caught my attention because my mother has a friend who is from Vienna. She moved to the US in the late 60s after marrying an American man. Theyve been divorced for decades but have a son around my age.
Generally, she is a nice person who can be fun to be with. But there is another side to her which can be bossy, demanding and kind of selfish. She expects people to bow down to her demands. Im curious, are most Austrians like that? Sometimes its as if she has a split personality.
I still owe her a bottle of wine, though. When I was 16, I drank her entire bottle of wine that she purchased during a vacation in Gulf Shores.
As usual, I got a terrible sunburn and was forced to stay in our condo. I was alone and bored because our condo didnt have cable and every channel was broadcasting the Oliver North trial. Ugh. So, out of boredom, I eventually emptied her bottle of wine.
I was very grateful for the Austrian liberal mindset about minors and alcohol, lol. Bless her heart, she never said a word about the wine.

Yes. The Liveable Cities list is a great idea, but they should make an interactive web page so you can set the values you want in a city, rather than rely on what the leftist rag thinks are "good" values. :^)
