I think the Secretary of the Air Force probably SHOULD know how to fly and the Secretary of Defense should be a veteran of some branch of the service, but not necessarily know how to field strip an M4. Alternatively, leaders from aerospace companies would qualify also.

A CEO does not need to know how to do every single manual labor job. If you are running an automotive company you may never have welded metal, or painted a car, or mounted a tire, or adjusted disc brakes, or many of the thousands of other jobs that are necessary to build a car.
You just need to know how to manage people.
This is true in the computer in industry as well.
