Congress is not a government Agency? Where did this guy take his civics courses?
WAS/is he a Federal Government employee? Then he should be fired. Contempt of Congress charges would be the least next step. If it can be done before the Democrats take control of the House of Representatives in January. They are sure not going to pursue an investigation into the Clintons.
