Parker does have a history of violent behavior when it comes to parking his ride. The Daily News reported that in 2009, he assaulted a New York Post photographer who was covering an alleged feud between the senator and an Albany parking lot attendant, while in 2005 he was charged with punching a traffic agent and ordered to take an anger-management course. Never any consequences for Democrats. I don't know (but I assume so) if the race card is also helping him out.
If you have watched how this has progressed over the last 30 years, and you know it will continue to progress, where does that put our society in another 20 years?

My cyclist BIL has mentioned more than once that he has a small hammer in the backpack he usually wears when riding. He says it is unbelievable what a small hammer can do to the outside of a car or truck not to mention the glass.

You should mention to your cyclist BIL that many of the people who feel entitled to park in bike paths will also feel entitled to seriously hurt him if they see him messing with their cars.
Have him visualize messing with the car, and it turns out to be a drug dealer’s.
