Like most things it won’t be as distinct as that they will lower the age of consent bit by bit as the ever corrupt and evil society can stomach it. Regardless of the size of the tranny “community”, the MSM has the effect of neutralizing the public’s moral reaction to them. A small group can have an outsized effect.
