15 states have these laws on the books, already. Colorado just signed theirs into law. Seattle has been doing it for a while.

In fact, the congressional record shows, using murder as an example, that constitutional lawmaker Rep. John Bingham had clarified that, up to the time that the 14th Amendment (14A) was ratified, the states had never expressly constitutional delegated to the feds the specific power to make penal laws dealing with peacetime murder issues.
"... our Constitution never conferred upon the Congress of the United States the power - sacred as life is, first as it is before all other rights which pertain to man on this side of the grave - to protect it in time of peace by the terrors of the penal code within organized states; and Congress has never attempted to do it. There never was a law upon the United States statute-book to punish the murderer for taking away in time of peace the life of the noblest, and the most unoffending, as well, of your citizens, within the limits of any State of the Union, The protection of the citizen in that respect was left to the respective States, and there the power is to-day [emphases added]. From the accepted doctrine that the United States is a government of delegated powers, it follows that those not expressly granted, or reasonably to be implied from such as are conferred, are reserved to the states, or to the people. To forestall any suggestion to the contrary, the Tenth Amendment was adopted. The same proposition, otherwise stated, is that powers not granted are prohibited [emphasis added]. United States v. Butler, 1936.
Bingham was clarifying that 14A gave the feds new powers to make civil penal code, such power limited to strengthening constitutionally enumerated rights which Graham's bill does not do imo.
The Supreme Court had put it this way about Congress exercising its 14A power to strengthen constitutionally enumerated rights.

The right of suffrage was not necessarily one of the privileges or immunities of citizenship before the adoption of the Fourteenth Amendment, and that amendment does not add to these privileges and immunities. It simply furnishes additional guaranty for the protection of such as the citizen already had [emphasis added]. Minor v. Happersett, 1874.
Since post-17th Amendment ratification Sen. Graham has no clear constitutional authority to make his bill imo, while his heart is arguably in the right place, he is nonetheless unthinkingly helping to unconstitutional expand the already unconstitutionally big federal government by introducing it imo.
So whichever post-FDR era law school that Graham got indoctrinated at, it evidently doesn't teach the fed's constitutionally express, limited powers as the Founding States had intended for those powers to be understood.
It is disturbing that federal civil gun control laws seem to have started appearing in the books during the time of Democrat FDR, FDR and Democratic Congress at that time infamous for making laws that Congress cannot justify under its constitutional Article I, Section 8-limited powers.

No, he’s so arrogant because they have re-elected him after his previous betrayals with amnesty, he thinks he can do whatever he wants and they’ll still vote for him.

Most of the latest whack job shooters were mentally unstable and due to mental health laws their doctors are not usually talking with law enforcement and vice-versa. How do you punish someone who might commit a crime?
If a person is deemed mentally unstable then one should trust the government would not abuse this power and safeguards would be in place to prevent them to simply declare anyone who opposes the governments policies unstable and send them to the gulag like the Soviets. However look at the safeguards in the FISA courts that have been spat on by DOJ/FBI bureaucrats especially lately. The reaction of the people viewing this as very dangerous speaks volumes to the US governments behavior or lies and deceit. First step will be to subpoena the campaign donation records from Trump’s campaign(s).... anyone who supported/supports Trump is immediately deemed “dangerous”.
