Especially for minor crimes like shoplifting, juvenile vandalism, etc. Public humiliation is a good way make many people think twice about committing a crime.

Up toward the end of the eighteenth century, she may very well have had to undergo that. The law specified that criminals sentenced to be publicly whipped were to be stripped naked from the waist up regardless of sex, And to draw the largest possible crowd in smaller towns, the punishment would be carried out during the biweekly farmers' market.
But that would happen only if the merchandise she stole was worth twelve cents or less. Stealing something worth $0.13 or more was a capital crime.
