Yup. Dominican Republic was among the top growth countries over the last 75 years, while Haiti was among the lowest (seriously negative actually). This despite being practically identical in all resources.

Haiti needs the swim or sink approach as two centuries of foreign aid havent worked. Stop sending aid and dont let the marginally competent ones (ie their best) emigrate to a higher grade of welfare dependency. Make them stay and work their own problems on their own.

Hernando Desoto showed that Haiti has enough capital to dwarf all economic aid ever received; but it is illiquid and inaccessible due to lack of governmental infrastructure.
With competent government Haiti could become as prosperous as its neighbors.

The Clinton Foundation was a drop in the bucket of Clinton's embezzlement of Haiti Relief $$$. Bill Clinton was appointed co-chairman of the Interim Haiti Recovery Commission (IHRC), along with Haitian Prime Minister Jean-Max Bellerive. They raised over NINE BILLION DOLLARS. Yes, that's Billions with a B. Only 10% of that money ever made it to Haiti, and even that small amount was rife with corruption, bribes and misappropriation. The people of Haiti HATE the Clintons.
