Maybe he plans to use those funds to start the US version of the Stasi? After all, AOC is talking about lists. Hmm, sounds eerily similar to East Germany, Nazi Germany, USSR, etc.
A mask mandate would be the ideal test of enforcement of a Stasi like agency.
He’s not President now so he can say whatever he wants. He can make edicts once or if he gets in. Why are people even asking him what he wants or listens he has no authority.

If a woman has the “right to choose” what happens to her own body, then this woman chooses not to be told to wear a mask.
The President cannot give mayors the right to overrule the state Gov. Doesn’t work that way. He doesn’t have to like it. He could require masks on federal land. Period.
Arizona’s Republican Gov decided in June to let dictatorial slob mayors make masks mandatory in Arizona. To date, I’ve never heard of anyone arrested for refusing. But no President gets to make that call. And like a lot of already pissed of Trump supporters, I’ll be all in for civil disobedience!

The Republicans will cave like they always do. Let me clue you in on a secret. The State and National Republican elected officials DESPISE Donald Trump as much as the democrats do. However, they want to get re-elected so they have to pretend to “support” Trump. Mittens and Dumbya are only doing what mainline Republicans want to do- live in peace behind gated walls while we Normals are terrorized by gangs and Government thugs.
It seems like Fox is worse than the rest this year, sticking their neck out even. It's like they've been told if they want to join the club of MSM seditionists, they've got to complete a list of malicious acts, the first one being their irrational early call for Biden in AZ.
