I know it's a way late reply, but since no one else answered your (rhetorical?) question: MONEY!
No, not money that way; but if arrested and hospitalized, then the police, i.e. public, is legally responsible for all the bills from minute-1, including transport.
Usual practice is to wait on arresting until discharge, or at least until ambulatory & no more major expenses are likely to be wracked up.
