It was well after first stage separation. They were close to planned upper stage engine cutoff when they had a premature engine shutdown at 7:10 into the flight, loss of control, and velocity started going down.

The failure was due to the premature second stage shut off which prevented the satellites from reaching their intended orbital velocity. Someone may have failed to load the necessary fuel or there was a second stage failure of some kind. Strange it would occur at the last minutes of the launch.
