The owner complained about the neighbor and neighborhood children which means he apparently knew his animal wasn’t where it belonged.
False arrest. False imprisonment. Abuse of power.
If a cop came out to do the report and was attacked by a rooster, the cop would probably do the same or worse.
A decent neighbor would have apologized for the rooster attacking, said he was roasting the rooster, and then asked if the neighbor preferred white or dark meat.
