If you skip past GP's reposting of Twitter claims and READ THE ACTUAL STORY, you'll find the NYT is NOT saying "now is the time for cannibalism." If anything, the article is pushing a vegan lifestyle and saying that anyone who's not an urban woke POS is inclined to cannibalism.
