What you posted is separate from and has absolutely no relation to a 30 year old arms control program or Russian disinformation. The BTRP was created after the USSR collapsed. Those are now disease research labs. The history of the program is publicly available. To call that “theory” is a strange definition of the word.

Show me ANYBODY that claimed that there were NO BIOLABS in Ukraine. There are multiple "biolabs" in every city in the US. Government(Like FDA) runs them and private companies have them for product testing. BIO-weapons labs is a completely different level There are at least 13 in the US and Russia has them also. Having them outside the US, not in total US control makes no sense.

Previously, Russians presented their "evidence" to the UN, UN said, "UN still sees no sign of biological weapons in Ukraine". Russians attacked Georgia, accused them of having bio-weapons labs in 2018. After taking 20% of Georgian land Russian proof of bio-weapons labs in Georgia came to be nothing.
