That fence is NOT going to stop the asbestos from being blown around.
Nor is asbestos an issue unless it is very small particles, like in dust. A chunk of asbestos siding or floor tile poses NO danger at all because the asbestos fibers cannot become airborne.
The people who developed asbestosis worked for decades in a factory with dust everywhere being breathed in 40 hours/week with no protection.
The small amount in outside air does not pose that level of danger.
Just as an aside, in NYS in the Adirondacks, when the wind of blowing from the northwest, the asbestos from the shore of Lake Ontario is blown into NYS and the outdoor air levels of asbestos exceed the level for indoor air requirements as set by NYS.

Sure, it’s usually a six foot chain link fence with green plastic wrap. I’ve never seen what must be twelve feet of fencing and plastic wrap. This isn’t normal.

Asbestos? But they burned down. A house with a steel or tile roof and asbestos siding, doesn’t disappear. The siding survives a fire, like brake pads from the 1950’s.
