I was working in my garage with my phone inside. Never heard it.

My phone was off and the alert turned it on. THAT SHOULD NOT HAPPEN - who controls my phone?

Turned phone off for an hour. Spouse and MIL phones raged and scared the African Grey parrot because they failed to turn off the noise. When I turned my phone back on, nada. No alert or notification for me except for my CDOT app telling of road maintenance on i70.
