There’s a minor recognition of this in Penn State’s football marketing. Look at any Penn State press conference and the background used states “Unrivaled”. Really, it’s subtly plastered everywhere.

The B1G has always despised PSU. USC, etc. gain admittance in a matter of months. It took PSU almost 5 years to get a B1G football schedule.
Most of the B1G coaches/media voted for Nebraska over PSU in 1994.

Team ‘A’ knows that they have a game with team ‘D’ in two weeks. So team ‘A’ sends a scout to watch team ‘D’ play. He buys a ticket in a place where he can see team ‘D’s sideline. He then watches the sideline and the game and take notes.

If team ‘D’ is on the ball they will change their signals each week making the scout’s efforts useless. So what is the big deal? Is the NCAA saying that it is illegal for an employee of team ‘A’ to attend other games?
That is ridiculous. It is like calling defensive holding on a lineman who is blocking a guy while they are both 30 yards away from the action. Holding or not it has no impact on the outcome of the play. Pure bullshiite ...

If players or coaches pick up on tendencies during a game and act accordingly, that is one thing. But knowing what is coming w/out a pitcher or offensive coordinator giving up obvious signals is flat out wrong.
Is it wrong for Astro's "fans/employees" to know what pitch is coming? Not really. Is it wrong to relay that information in real time to a batter?

This infers that the other conference coaches bitched so loud, that something had to be done.
Penn State’s rivals are Pitt and West Virginia. They are not a good fit for the Big Ten, they are most naturally rivals with the eastern teams.
Nebraska also has no business in the Big Ten, their rival was Oklahoma. And what’s funny is had they stayed in the Big 12, they might have moved to the SEC with Texas and Oklahoma.
