I do not see how this violates any fundamental laws.

A magnet does the same thing. An electromagnet is very similar.

What they are saying is this creates thrust with an electric field, without magnetism.

We know that can be done as well.

It does not violate conservation of energy any more than a magnet violates conservation of energy.

Let us see it use thrust to translate distance or to gain gravitational energy. It should require energy input to do that.

Our understanding of physics is incomplete. We cannot explain the existence of galaxies except by conjecturing the existence of "dark matter" that adds to the gravitational force that we observe at work in galaxies. Similarly, we cannot explain the observed rate of expansion of the universe except through the existence of some form of "dark energy."

In addition, our attempts to reconcile the mathematics of relativity and cosmology with that of quantum mechanics have generated string theory. Yet experimental or observational proof of string theory is so far lacking in spite of physics professorships in the subject.

Now we have a credible and well-credentialed experimenter offering proof of a new force in the form of his "impossible" engine that generates motion without propellant. And there is an Italian physicist and inventor working in south Florida who claims to be nearing a practical commercial device that produces copious electric power through a form of cold fusion. Who knows but in a decade or two we may be flitting about like the Jetsons.

Here’s the patent title and summary with link. It looks like the force imbalance produces thrust without needed fuel in the form of mass that gets ejected. Energy still has to be inputted.

A system and method for generating a force from a voltage difference applied across at least one electrically conductive surface. The applied voltage difference creates an electric field resulting in an electrostatic pressure force acting on at least one surface of an object. Asymmetries in the resulting electrostatic pressure force vectors result in a net resulting electrostatic pressure force acting on the object. The magnitude of the net resulting electrostatic pressure force is a function of the geometry of the electrically conductive surfaces, the applied voltage, and the dielectric constant of any material present in the gap between electrodes. The invention may be produced on a nanoscale using nanostructures such as carbon nanotubes. The invention may be utilized to provide a motivating force to an object. A non-limiting use case example is the use of electrostatic pressure force apparatus as a thruster to propel a spacecraft through a vacuum.
