My guess is, because they didn't hijack the plane.
They were found with shaved bodies carrying box cutters within a week of the 9/11 attacks -- that didn't get them enemy combatant status. It's not surprising that acting highly suspicious on a plane didn't get them in more trouble.
There's also the possibility that the man I spoke with jumped the gun in connecting the arrests in San Antonio with the incident at Dallas/Ft. Worth. But I'm convinced his story about the men on the plane is genuine.
In normal circumstances, that would be the answer, of course.
But Padilla is being held even though he didn't do anything (yet), and he's apparently not being charged with a crime. It's not at all clear what the U.S. government's standards are for such arrests.
As for the four possible hijackers, if the San Antonio guys were two of them, I'm curious who the other two might have been.
Interesting that TWA Flight 800 went down in July or August of 1996. There was a cover up led by no other than Jamie Gorelick (assistant to Janet Reno) who is a member of the 9/11 Commission. Even though there were many E-Mails, letters and telephone calls to the chairman and other members, she never had to testify - in other words "mum was the word".
Is it possible the terrorists were practicing for bigger things to come?

Debka has an interesting article pointing out some of the factual inaccuracies in the 9-11 report and pointing out the obvious, that the report's major purpose is to blame everything on Bush.

The most implausible conclusion that suggests the 9/11 panel is influenced by a political agenda is its failure to find credible evidence of links between the Saddam regime and al Qaeda.
The interim conclusions reached by the 9/11 commission make sense only if it is presumed that the panel was set up to whitewash certain American and Saudi political and intelligence bodies and pin the entire blame for al Qaedas attacks in America on the Bush administration incidentally dragging in the US presidents ally, the Israeli prime minister.

Bojinka - the plan to crash even more planes into buildings, was discovered in 1995. This and other intel was the reason there was a no fly zone over Atlanta for the Olympics in 1996. Very interestingly, they were also looking for CROP DUSTERS.
There is still an armored Ayers crop duster from the State Department's Drug War air force missing. It can be ferryed thousands of miles by using the chemical tanks for fuel.
..and those were probably cardboard cutouts.

These are used by the State Department to eradicate drug - e.g. coca - crops in foreign countries. The cockpits are armored to reduce the chance they can be shot down.
The chemical tanks are also modified so they can be used to carry extra fuel. Except for the inadvisability of doing this in a single-engine plane, it is entirely possible to fly this kind of plane across the Atlantic. I don't think terrorists will be fretting over the single-engine thing.
At treetop height, it could fly past any but the most vigilant air defense.
Even better, the particular plane in this case also has a smoke dispenser. That's probably good enough to beat an IR-seeking missile.
But, hey, it's been a few years. Nobody takes that long to plan a mass-casualty attack, right?

Yes, it isn't trivial to deliver anthrax, even "weaponized" anthrax, and make it effective against a large number of people.
You need the right kind of equipment on a crop duster for dispersing a powder. You might have to tune it for the anthrax spores and how they are "milled."
Funny how you never hear anymore about all the irradiation gear the Post Office supposedly has.
