Bipartisanship only works if it is a two way street. This is the domestic equivalent of Clinton's foreign policy where he gave all kinds of goodies to dictators and terrorists in the hope they would reciprocate with better behavior. Until Arnold, or someone, stands firmly for the concept of smaller, limited, less expensive government this game will be a dead end.
I'd have to tell each one you have X amount of days to reduce your departments costs by X amount.
If you fail to do so, I will do it, and go over every benefit,salary and cash outlay-starting with yours!

Bipartisan cooperation=Republican gives the Democrats most or all they want, Democrats reciprocate with backstabbing every chance they get.

How can California Democrats give their government agencies budget increases if there is no budget?!
Arnold can let the Legislature deadlock forever; that locks spending levels in at or below last year's levels...
...And without new spending increases, the budget balances itself - giving Arnold yet another political victory.

LONG BEACH - Taking the budget battle to a hotly contested Assembly district Friday, Gov. Arnold Schwarzenegger vowed to "do anything to unseat" lawmakers who fight his spending plan.
"I will make sure that we have a Legislature in the fall that will be more cooperative," he told reporters after urging diners at a downtown Long Beach restaurant to contact their legislators.
"Tell them to stop stalling with the budget and pass my responsible budget," the Republican governor told diners at the California Pizza Kitchen.
Friday was the first step in a three-day campaign to put pressure on vulnerable Democrats facing tough election battles. And though Democrats said they are unswayed by the governor's tactics, the campaign trip is the first sign that Schwarzenegger is setting up a fall sequel to last year's recall, which prevailed in 26 legislative districts held by Democrats.

If the Dems pass his budget, he wins.
If the Dems deadlock and pass no budget, then he wins (spending can't go up without a budget).
He's got the full and the line item veto, too.
Moreover, the Dems don't have enough votes to override his potential vetos.
Thus, regardless of what the clueless press claims, Arnold holds *all* of the cards here. It is inevitable that he will win yet again.

Governor increasingly bends in deals to close budget gap

SACRAMENTO - As a Hollywood heavyweight, Arnold Schwarzenegger mastered the art of the deal. He commanded top dollar for his films, even as his star was fading.
As a neophyte governor, Schwarzenegger may be discovering that Sacramento and Hollywood are worlds apart.
In the corridors of the Capitol, Schwarzenegger is cutting deals too, but of a different sort. Unable to dictate his terms, the Republican governor must bend to dominant Democrats, appease his own party and make concessions to unions and other special interests he vowed would never push him around.
The result: The governor has repeatedly given in to Democrats and accepted less than he asked for.
These guys would be so funny if it weren't for their tyrannical attempts to disarm freedom-loving people. Next they will be working on a plan to allow the state to borrow money to help release funds from Nigeria. If not for their dishonesty, most of these politicians would be starving and begging for food.

I'm not. These guys will spend whatever the courts will allow. How else did we get a $12 billion deficit last year? Arnold fell for the trick, authorized the borrowing, and now they are setting up to do it again.
Just like Charlie Brown and the football.
If spending could rise without budgets, the Dems would never pass a budget.

They don't have to. Arnold has been doing a fine job giving away increases, starting with his first budget submission.
