The date of the event is February 27, 2004. The event was a speech at UCLA about homeland security, mentioning port security and airline security.
Now, Kerry wouldn't need any secret documents from March 2000 to make a speech saying port and airline security should be improved in February 2004. So it's hard to buy the most sinister theories running around, that Kerry was using the classified documents to put together his homeland security policy proposals.
Unless, perhaps, the 2000 memo mentioned something about airport perimeter security and airliner's vulnerability to shoulder-fired missiles, and somehow that inspired Kerry release's plan to "increase perimeter inspections of U.S. airports and work with international aviation authorities to make sure the same standards are in place at all international airports. He will work with our allies to crackdown on the sale of shoulder-fired missiles that could be used in an attack on civilian aircraft, and are sold on the black market." But would Kerry really need a secret memo to think of that threat?
Either way, it is odd that this event appears to have been deleted from Kerry's web site.
UPDATE: Another reader wonders if the language in Kerry's speech in New Hampshire on December 17 or at UCLA is from the security memo. Well, if that could be proven, it would be pretty damning.

That is a crackerjack theory...
The key to it all looks to be the notes, not the report itself. Why look at the same documents (or steal the same documents) multiple times, unless you were looking for something unique to each document?
Given the fact that this occured before Kerry was the presumptive nominee, it is probably more likely that the notes contained something damaging to Berger or his former boss than Kerry.
The possible reasons for destruction are limitless. I'm afraid that we will never know, unless there was something in the set pilfered after the staff became suspicious, and they had the presence of mind to make a photocopy prior to allowing Berger to examine them, in addition to marking them to make them easier to track.
The timing of the leak is interesting, given the length of the investigation. I would guess it was timed not for political advantage, but because somebody felt forced by events in the investigation.
My wild guess: Berger was promised a private reprimand in exchange for co-operation, and he either quit co-operating, so the leak makes the case public, or an implicated target with knowledge of the case decided it was time for damage control.

Hillary may have been around for discussions when those reports were actually written. (What kind of clearance does the FLOTUS have, anyway?) I think it will be tough to make an issue out of this, though, because port security is such an obvious part of homeland security.

Upon reading this; there is no question in my mind.
The kerrypeople were quick to say 'no way'; that Kerry indeed had already spoken to these issues in earlier speeches; but never offered to back that up with so much as a soundbite.
TROUBLE brewing. . .more like an atomic cloud perhaps; for the Dems to try and contain. . .would love to hear the phone messages being traded at McAulliffe's DNC; and be a 'fly on the wall' as Kerry does his 'campaign briefings'. . .
We have been hearing from the Dems, that this is nothing. . .next we will hear 'that this is NOTHING!. . .compared to Watergate. . .'
Kerry: 'this is great Sandy; you will certainly be on the 'big team' when I am Prez!'
Or. . .'thanks Sandy; know what it took to put this all together(wink); I will make sure that you are rewarded for your efforts'. . .

The, the data got out for everyone. It is now gone from Kerry's site and Google's last snare.
However, it is here and hopefully thousands of computer hard disks around the country and world.
Free Republic is an incredible creation and entity with the great Freepers who rooted out this stuff and got it up to become national news.
No, Berger has not even been interviewed, he has only been notified that he is the subject of an investigation. The justice dept hasn't asked to hear his excuses. There are none. They agreed to keep the investigation quiet because it benefitted both parties, justice was able to proceed with the investigation without the media interference and Berger postponed his disgrace. The amazing part of the this is the arrogance of Berger and Clarke, who will undoubtly be charged right along side Berger, for obstructing a government investigation, a la Martha Stewart. The charge makes the case so much simpler to prosecute, than the lying under oath. I just wonder if they will be able to tie Jamie Gorelick into the plot. Wouldn't it be delicious if those calls that Berger made from the secure viewing room were actually to Gorelick?

As a former military person, you know that regardless of high your clearance is, you can't use material for a personal or political advantage when you see it even legitimately.
It is not the first time since 9/11 that she has done something like this as well as many of her fellow senators like Leaky Leahy and the Rockerfellow from WV..

It is time to make examples of a few. Then after GW is sworn in 2005 with enough members in the senate, they need to pass a new bill which makes exposure of National Secrets a really severe penalty. Have congress pass it, GW sign it and then whack any member of congress or their staff who violates the new law and the mediots who run the data as story.
