Nah, it's the percentage of ballots requested v percentage returned.
If their ballots aren't counted, for whatever excuse at the local level, it will not be because our military didn't make a great effort to inform and provide opportunities for our troops to vote, or that our troops were too careless to learn about the issues, the candidates, or correct procedures for filling out a simple ballot.
They're motivated.
They are voting in record numbers.
