The ability to make rule does not follow thru to the end problems created being a problem. Case in point: Here in the bay state we have a town ordinance that states if you want to cut down or trim trees on your property you must have a permit from the town tree warden. What does the tree warden do for a living? He owns and operates a tree trimming and removal service.
Guess who gets all the permits.
