That strikes me as weird. I would only come back if (a) none of the people involved were still there or (b) if I reassigned to a different jurisdiction. Like Alaska.
Maybe those involved are getting transferred to Alaska. Two of them have already retired in a hurry.
I suppose if she's at the Port of Entry, the DFO still being there isn't that big of a deal.
She would be numerous levels removed from the DFO, and could probably make it to retirement without the two ever having to be in the same room.
I found more information. She joined CBP in 2002, the last year the INS existed. This whole mess may have begun under INS, but it carried over from INS to DHS and the new chain of command was accused of trying to discredit her in her claim.

The management personnel at the San Ysidro Port of Entry are some of the most, if not the most corrupt management in the U.S. goverment. Sally Carrillo attempted to kill a seven month pregnant inspector. The situation was completely covered up by the corrupt management. Sally Carrillo was picked up entering the United States in a vehicle that was flagged armed and dangerous, with a well know narcotic smuggler, doing the driving.
