IMHO, having been a photographer for a small newspaper, any blame goes to the editor, not the photographer. In all likelihood, the photographer couldn't even see the writing on the paper when he took the shot. It was his editor who turned this into an 'incident'.

Reuters/lib/dim malice is so ingrained, so unthinking that even something as junior high as this seems normal or even "newsworthy" to them.

Have you have noticed lately how many ads on TV are in the toilet? Our young and upcoming generation is overly concerned with the toilet bowl. No surprise this would be news for them. It will be a great day when some one decides to flush the toilet scene.

Shades of Al Gore's, "too much iced tea," only that was a democrat involved in criminal activity so we can ignore it. I wonder if the President went #1 or #2? Maybe Geraldo can get an exclusive, "Lifting the lid on the UN toilet." Then NPR can do some interviews with outraged minorities who had to wait their turn while the President went. This can be followed up with a Today Show round with Matt Louerer talking to the oppressed stool cleaners that John Bolton gave a mean look to.
It has value for Bush haters. Remember when his dad got sick in Japan? Besides, Bush did not write the top part. It is not in his writing.
Reuters is lying in their explanation of what they did to the photo. I use Photoshop all the time when I am processing my digital photos and I can tell you that if Reuters did indeed "burn down" as they said, they would actually be REDUCING the contrast, not increasing.
Further, look at "A BATHROOM" in the note. See how much sharper (depsite the noise) it is than the rest of the text? Looks like they doged the highlights to bring this out more than the rest of the note. Again, manipulation.
Last, look at the note itself, the first portions which read "I think I" are written in standard uppper-case and lower-case lettering. But then you look at "MAY NEED A BATHROOM" which are all capitalized. After that it goes back to lowercase. Who writes like that? No, something stinks here. Any photoshopper worth his/her salt can insert text into a picture and there are elements here that could support such an idea. Not saying that's what happened but it is possible.
So yeah, they're lying about the "burning down" to increase contrast (won't happen with the "burn" tool), they used the doge tool to highlight that specific portion of the note, and the cases of the letters are totally non-consistant.
I suppose it's much ado about nothing but this smacks of total dishonesty. IOW, business as usual for Reuters.
I can see it now.

Actually, he would have blown everyone away if he had done the old holding up 1 finger for #1 and 2 fingers for #2. It would have fit right in in that primary school that is the United Nations.
The Pres shudda written "I have to take a Kennedy in the Clinton." Much more acceptable for a man in his position

They tried to get him sitting on the johh, but couldn't pull of that photo.
if you find a larger picture, you'll notice that the request for a bathroom break is multiple handwritings, look at the last few lines, that half cursive style is how bush writes. if this note wasn't photochopped, it is more likely to be someone else passing that note TO bush, and you see him responding.
Bush 'Potty Note' was a fake
(JND) - Reuters News has acknowledged the Bush 'Potty Note' photo spread after his United Nations speech was enhanced using Adobe Photoshop.
The text visible in the photograph read: "I think I may need a bathroom break. Is this possible?"
UPDATE: We're now getting news that the photo was simply "enhanced"... not a fake. To be honest, we're not quite sure what we think of this whole fiasco.
Either way, we wonder why we are catching ourselves referring to this as "news."
