I should be the papers editor in chief. I guarantee I could turn the paper around in less than 6 months. How you ask?
Simple. Just report the truth, whether bad off good. My first headline? "Economy best in 20 years" Second headline: "30 Schools Rebuilt in Iraq" "Terrorists Hammered"
Then tell the story. That would increase circulation by a large number. The left keeps thinking that they are the majority. This means that 65% of the US population is not reading their crap.
They are "Democratic strongholds" because they people vote for Democrats, or do they?
If a city is corrupt, just how difficult is it really to rig an election?
We assume the elections are honest, but what if they were not. Could it be that areas like Los Angeles be conservative, but the elections are rigged so only Democrats win?
Get out of the big cities, and California is a conservative state. Why is that? Is it possible that only Liberals live in big cities and only conservatives live in the rest of the state? Or, is it more likely that it is easier to fix an election in the big cities?I don't know the answer, but it is something to think about.

The only reason the Times has any circulation is because The People's Republic of Santa Monica and its suburbs of West LA don't have their own local paper.

If city or police officials are guilty of a coverup,
fine, let the lawyers go after them personally.
But the taxpayers should not be held financially responsible for their misdeeds.
