If I hear you correctly you are speaking to issues of national sovereignty, and Iraq taking care of its house steering its own destiny again.
The US may draw down drastically but we will not go away. Now that we are are, there we have a strategic self interest to maintain a presence, (perhaps at a 1 division level minimum) at a fwd base complete with airstrip etc., at some location.
If Iran does not go nuclear in the near future, This US presence will ultimately have a stabilizing and positive effect for the region. I base this on recent history since WWII.
