The statute only applies to sex with minors.

From the last paragraph of the story:

The law used to convict Clark also covers sex crimes committed abroad other than child prostitution, such as rape or child molestation. Whether those aspects of the law have enough of a connection to foreign commerce to be Constitutional remains an open question. Even the two judges who rejected Clark's challenge yesterday acknowledged that a prosecution for a foreign sex crime that had no financial component would raise different issues about the scope of Congress's authority.

As repugnant as child sex tourism is, I really see no way for Congress to have authority what you do in other countries. Are they going to start arresting people who go to the Netherlands and smoke pot???

Give them time. These idiots in government think that citizenship equals ownership.

Where does it all end?

Suppose you go to a foreign country like Thailand and are accused and convicted of drug dealing for giving a friend a joint and serve your time. Remember that the standard of justice is very different in most foreign countries.

Could the FEDs then put you in double jeopardy when you return and send you to the pokey for life under RICO or some other statute?

Isn't this the guy that filmed himself and was caught with the film on returning And I think he was filmed by undercover NGO workers in Cambodia saying how great it was there an where to go or who to contact.They should of tried him in Cambodia and made him serve his sentence there. Asians do not like those that bring shame on them. I went to Angkor Wat right after this happened and myself and two traveling companions felt like there was a taint on us since we were American and traveling without women.

You don't possibly mean the list that can include guys who get busted taking a leak outdoors because they 'exposed' themselves, do you?

Now these guys are registered sex offenders on the same list as those who rape children.

Yes that's exactly who I mean. Those and the teenagers who are "dating" girls 2 years younger than themselves, say 18 and 16 years old, but happen to be disliked by the parents of the girl. There is also a story about a guy that had some teen girl throw a rock at his car. When he got out and grabbed her by the arm, he got on the list.
