The Duck tape is SOP for the anti-war/anti-Bush/anti-world-bank/anti-WTO etc ad nauseaum crowd. They handcuff themselves to each other inside cardboard and duct tape or PVC tubes. Makes it harder for the cops to drag their sorry asses off to the hoosegow.

Notice the gloves the officer is wearing. You should see the gloves that some of the toll-takers on the Massachusetts Turnpike wear.A heart surgeon preparing to operate on an AIDS patient wouldn't "glove-up" that thoroughly.
