After nearly falling out of the chair from laughing after reading the original article that Argh linked for us, my friend (who is only 24) looked at me and with a straight face asked "Are they serious? If they are so worried about health protection why is prostitution even legal???????"

You can get free condoms in grade school and use them anywhere you want; yet you can't buy tobacco products until you're 18; booze or handguns until you're 21, and essentially can't use them anywhere.
