Released to who? For everyone to take a look at (like he promised) and just to someone that he handpicked?
There's nothing wrong with questioning people like Kerry and Murtha when they claim their alleged heroism makes them military experts. It's almost impossible not to be suspicious of Kerry's claims when you look at the evidence that's available. He received three purple hearts in three months for wounds that required little more treatment than a band-aid.He received so many awards in such a short time you would think he was John Rambo instead of John Kerry.
Nebraska? Are you confusing John Kerry with Bob Kerrey, who is a former Nebraska Governor and Senator (and restaurant and fitness center owner).
But, your statement is not really correct for either of them. Except for academy graduates, most officers initially have reserve commissions, and join the reserves of their respective service as enlisted prior to starting on the road to their commission, be that via ROTC, or like JF'nK and BK (his middle name is Robert, his first name escapes me at the moment) via OCS. The exception is for enlisted members already on active duty who get commissioned via OCS.
Yes, his records would come from both active duty and reserve repositories, except that after separation (officers aren't discharged, in general) the records are transferred to the National Archives. They do not come from the home state of the member, unless he or she is a member of the National Guard.
I've been a Reserve officer on extended active duty, a non EAD reservist (twice) and a member of the (Air) National Guard. I can read "between the lines" in what few records he released to the public. You should read the OER I got after I'd put in for release from active duty. That would be a career killer, except in the Reserves, where people who got there via active duty often have one or two such "killer" evaluations in their folders.
The Constitution makes no distinction between in uniform or not. The UCMJ does of course, but not the Constitution. Giving aid and comfort to the enemies of the United States is defined, in the Constitution, as treason. It's what JF'nK did, it's what defines him today as a Traitor.
I'm not confusing Kerry (who let his constituents believe he was Irish when in fact his, what? Polish? name was changed to the more Celtic name of Kerry) and the former Nebraska Governor and MOH winner who shared the Guv's Mansion with Deborah Winger, but thanks for asking....
What I am referring to is the center for "military" (armed services) records. It has been awhile since I had to know where it was, but it apparently is now in St. Louis, MO: http://www.globemaster.de/faq/records.html
(Just curious, are you making excuses for Kerry?)
My point is that records on Kerry may be spread out all over the place: where they keep reserve records, Navy records, discharge records, medal records, pardon or upgrade records...etc. OK?
If there is a way for Kerry to weasel out of full disclosure, he will do it.
