No, capping damages is great, but there is still way to many lawyers.

Thank You San Francisco!!! As a resident of another Bay Area county, I would like to thank you for solving our illegal problem, our homeless problem, and our vacant office space problem. Also... ESPECIALLY thank you for including the limitation on care to SF hospitals and clinics... this will keep the drug addicts off of cal-train and reduce the crime in my neighborhood as well! I LOVE this plan.

seriously... what gainfully employed homeowner in their right mind would remain in SF for this disaster waiting to happen? remember those HUGE illegal immigration rallies in San Jose??? think there is any chance a few of them might relocate a bit north? small businesses that are able are already making plans to leave, which will leave the homeless, drug-addicted, illegal and uninsured. again, can I say THANK YOU for including the clause that only covers care provided in SF? the fools grasing onto their rapidly depreciating homes are welcome to work in my county and eat dinner in the fine restaurants that are sure to relocate a bit south, but spare me the complaining when I'm nearby, thank you very much.

First question, does it exclude AIDS in their life insurance exclusions and any pre-test for coverage?
Second, will there be free bus tickets for those in large west coast cities who wish to move to SF to partake in this generosity?
