I honestly don't know what it means, but it seems strange. At the moment all these groups are heavy into drugs and gangsterism (they always have been really) so maybe it's a gang war.

Yes, they split from the provos after Adams and McGuinness led the main group into the Good Friday Agreement.
Their most notorious act was the Omagh bombing in 1998 which killed 29 people and two unborn babies.

I'm doubtful that the RIRA are a splinter group in the strictest sense - I think they are a sub rosa unit of the PIRA - used as a bargaining chip by the PIRA.
