This is horse feces. Agenda21 hasn't mandated anything yet, because it's still not "hard" law. That may be the goal, but it's best we not get alarmist. Further, there's nothing wrong with privatizing many commons (such as ocean space), what IS wrong is corporate racketeering using the power of government to gain structural advantages over individuals (which are many).
I wish these folks would get a clue what they're fighting FOR. Public control of commons IS the process by which private property has been collectivized.

I suspect if Agenda 21 were actually being fully implemented as described in this article, there would be no massive infrastructure projects such as the Trans-Texas Corridor. It would go against such edicts as "preserving open space" and "protecting natural resources (for non-use?)."
