After the Soviets invaded Afghanistan Carter began military aid to Muhajadin. It was one of the few good moves he made as president. Carter said publicly as the Russians invaded that he had, "learned more about the Russians in the last 48 hours than I did in the last three years." Carter probably has an IQ rating of genius but he doesn't have the simple sense to pour water out of a boot with the instructions engraved on the heel.

I just found a site that says the Carter Administration actually began secret military aid to the Muhajadeen in Afghanistan more than five months before the Soviet invasion. This came from an interview with Carter's national security adviser. This could mean that Carter actually provoked the invasion. It's here:
