I am not sure he can "recess" him again. But I understand he could put Bolten in a lower position that does not require Senate confirmation. And simply not nominate anyone for the position of UN Ambassador.
This sucks. Chafee held it up and now hes gotten defeated.
We need Bolton at UN!
