Thanks for the info. So I take it that what "passed in May '06" was one version of a bill that did not become law. And which had nothing to do with the "agreement with Mexico" that may or may not be submitted to Congress at some future time.
The issue has continuing relevance, but it is clear that NOTHING has changed as of now, or as of any legislation with future effect.
