If you fire straight up, the bullet will not be lethal or even particularly harmful when it falls back to the ground.
Mythbusters did a test which showed the bullet wouldn't even dig more than an inch or so into the soft soil.
HOWEVER, they noted that it's very hard to fire straight up, and if you fire at a significan angle you could well kill someone with the horizontal velocity.
Sounds like in this case they were trying to shoot other people's kites with the guns, not simply firing straight up.
Last weekend I went to a razor and gun battle and a kite-flying contest broke out.
That is one of the best books in my recent memory. I really enjoyed it.
As did I.
I have to give my wife credit, though. Had she not raved about it so much, I doubt I would have ever read it.
I dunno, but they must require an awful lot of starch.
