Simply means he is making the final preparations for announcement.
He’s also been quiet on his blogs etc. lately.
He can’t be on their payroll as a candidate.
Announcement of candidacy within a week is my guess.
You know the old saw: “Alcohol, tobacco and firearms should be a convenience store, not a government agency.”
