Article 2. Section. 2. The President shall be Commander in Chief of the Army and Navy of the United States, and of the Militia of the several States, when called into the actual Service of the United States;
That's the very first duty and power listed for the President. The First.
Unless they are willing to defund the war (not that they aren't, but aren't willing to live with the consequences) Pelosi and Reid can go take a flying FReep at a rolling donut.
