What a sharp eye you have! It is NOT John Wayne. The photo was from a site called " Clowning Around," which offers re-enactors to go to events, among other things.
John Wayne is truly an American institution, and since he has passed on, people still want to see him in the flesh, so we pay impersonators to come and remind us of John Wayne.

He looks like a gay version of John Wayne. He is also wearing the wrong holster. Wayne almost always wore the same gun and holster in westerns and that holster rode high on the hips like a regular belt. It didn’t require lacing to the thigh.
