The executive branch doesn’t pass laws. Senator Clinton’s branch, Congress, passes “comprehensive reforms.”
What amazes me is that when Obama critisized her on this in the debate, he was dumb enough to finish his critique by backing spitzers plan as well.

You need to parse whatever the Clintons' say. Down the road you know that she will change the "meaning" of this statement, which really is a slam at Bush and the failure to pass comprehensive immigration reform. She is still having it both ways. She can still say that she does not support giving illegal aliens drivers licenses.
