My take: Her overriding philosophy is to consolidate power towards the goal of change (change to her liking will do just fine). Power held by the states is a real nuisance to her, so with her hands back again on the reins of federal power (but not on Bill’s baton this time), she will valiantly spare the states the pesky problem of determining who may or may not pass through the borders. In fact, she’ll dictate that the states may not interfere with her directives. And we can be sure she will issue thousands of extralegal directives that torture common sense but can’t be easily challenged in court.
