I think its even worse than that.
Taxpayer dollars and/or tolls were used to build those roads in the first place. Now, they will be an additional fee to use them. A plan that only a limo liberal could love.
Welcome to our world. Gov. Marky Mark (Warner) and Gov. Gridlock (Kaine) pushed through huge tax increases in the last few years in order to fix our structural "problems". Lo and behold, they still want more tax money because problems remain.

Everybody should know that the cure for ALL problems is to increase taxes. It has worked so well in the past.
I agree. The thing that disturbs me... this is happening all over the country..... and it's a good way to shut down traffic flow......say "in case of a national emergency", such as terrorist attacks, etc. I'm usually not a conspiracy theorist... but me thinks somethin's cookin'.
The tolls in Richmond are going up? So they’re going to make you pay even more to get stuck at the toll plaza on the Powhitetrash Parkway?

But the tolls should encourage people to carpool, so you don't need an additional incentive. You want a mechanism where each car has to pay some amount, because each car uses up a certain capacity of the space. A car is a car is a car and uses some amount of road space. If I'm in a traffic jam of four person cars or one person cars, I'm still in a traffic jam. True, perhaps there would be more cars without the HOV discount, but if there's ever a backup on a congestion-based toll road, it simply means the tolls aren't high enough. The HOV discount is merely an effort at social engineering.
Yep, they’re going from $0.50 to $0.70 in September.
I drive through three tolls. To and from work will cost me $4.20 per day. Almost $100 per month.

The government’s thirst for more and more of the people’s money is unsatiable. And there is always a slimey politician around to make that happen.
Of course millions of their subjects will complain and then vote for those same slimey politicians that want to make them bleed. It’s called insanity (liberalism).
I actually think it makes the plan more likely to work than others I’ve seen, though I’m still skeptical. To me, providing an additional discount to carpoolers does suggest that it may be a sincere attempt to reduce traffic rather than just collect more revenue.
On the other hand, I think of I-394 in Minneapolis. We have a similar setup for the diamond express lane - you can either pay, or its free if you have a carpool. That was definitely meant to be a revenue-getter, since we had previously had the diamond express lanes strictly for carpools only.

And when there is an HOV discount, single drivers get to subsidize gangs of tree-huggers in their little pious-mobiles.
PERSONAL Vehicles were NEVER supposed to become efficient or more comfortable! They were supposed to become so useless as to force people to sit in the stinky smelly vapor trap that is public transportation.
This way they could control where and how you could travel. Sorry you can’t travel to that state there are no rail lines there. sorry you can go live in the mountains or along the lake because there is no trasport to there.
AND they could tax you per move. Just look at cruise passenter port taxes. You pay a tax for .... being at the port, as a passenger ON TOP OF the use tax the ship pays.
It is just movement control by regulation.
