Well, whaddaya know someone from my former hometown. I lived on Del Mar off Tuolumne from ‘65 to ‘72. In 1969 the cops and firefighters put the city on edge as they went on strike for a couple weeks — this, during the time the Zodiac killer was rampaging through the Bay Area. They have WAY too generous a pay and benefit package for a city of 130K people. I find it amusing Vallejo is going under financially. Seems to me that city should have MUCH more to worry about than Marine Corps flags on taxis.

I'm looking at the Municipal Code, and as far as I can see, there are two relevant points to keep in mind:
1. The snot nosed cop *can* stop you for a spot check:
E. In addition to the annual inspections provided for in subsection C of this section, and as authorized under the California Vehicle Code, the department may cause spot inspections to be made of any taxicab vehicle, provided that at the time of such spot inspection the vehicle is in service and not transporting a paying customer. If the taxi vehicle fails to pass the spot inspection, the vehicle permit and operating permit may be suspended pursuant to Section 5.32.080.
2. It is incumbent on the Police Department to publish the safety standards:
B. Applicants for an operating permit must demonstrate that the vehicle meets specified safety and equipment standards. The department shall publish safety and equipment standards and/or reference other standards with which each vehicle must comply.
See if you can get a copy of these standards. IMO (however, I'm not a lawyer), if there isn't a negative mention regarding flags, or any prohibitions against having anything on a taxi other than what is enumerated, and you meet all safety and equipment standards, then you're in the clear.
However, once again, the cop does have the right to spot check.
I suggest that you keep these points in mind as you frame your complaint. Good luck, Marine!
Send him a copy of the lawsuit you filed. Well, you should file one and pronto. Government fear lawsuits as they usually cost them a ton of money.
I got here in ‘74, after I left El Toro... It has changed a bit, but I guess the greed of the unions hasn’t. It’s my opinion that the fiscal mismanagement goes back to Florence Douglas’s mayorship...

I think I need to wait until I get a citation, which I am trying to forestall by getting some publicity for this... I did serve notice on the City Attorney that it would get expensive for the city SHOULD I get cited for my colors... AND I restated that these colors will NOT be struck! Of course, if we have an attorney in the audience, maybe I could find out if I have to wait or if I can launch a preemptive strike...

I did... politely. I informed him in our phone conversation that these colors would NEVER be struck. I also so informed the City Attorney today.
One of the biggest problems I have with these clowns is that they are always pulling over folks with minor, real nitsh!t stuff, like registrations, and stealing their vehicles or manning “sobriety” checkpoints and stealing cars but you can’t find a cop in a thousand stopping the redlight runners or responding to non-injury traffic accidents, even when the party responsible has no insurance or license... (Happened to me just Monday!)
But I guess it’s all about raising revenue for the city at the expense of those least able to afford it...

Does the City have an ombudsman? Sometimes they’re not completely useless. Are any of your local papers on the conservative side?
Putting it here on FreeRepublic may get their attention. I remember when our city’s Street Maintenance people were removing the yellow ribbons in honor of the troops. It got posted here, calls flooded the City Manager’s office, and the national news was on them like white on rice. (Is that racist? Can I say, “white”?)
Oh, yeah... and there’s always the ACLU! HA!!
Yeah, the lady who answered the phone Monday at the City Attorney’s office mentioned that the younger one served. I know the father did... but he seems to have done a poor job instilling any information about the limitations on the kid’s authority as a cop. Maybe HE needs to lose HIS job as well!
