If you trade in your 15-mpg SUV for a 30-mpg car and don't change your driving habits, you end up paying 50% less fuel taxes even though you are still placing the same burden on the highway system.

Not so. A lighter vehicle (at least in terms of weight per axle) does far less to deteriorate and use up the road structure, so the fuel tax actually ends up making sense in that it is proportional to miles traveled as well as to vehicle weight.

You might think so, but keep in mind that the difference between the weight of the SUV and the weight of the car is very small compared to the weight of the heaviest vehicles that cause the most “wear & tear” on the road (heavy trucks).
