Oh, I understand, but I soooo disagree, revenge, my son, keeps “officials” in their place, some communities don't have problems like this, because “discipline" is in place and the "fear level" i.e. respect for one another is in place.

Hopefully a judge will throw this out.
You can make a decent argument that gravel is a type of paving anyway. It is designed to serve the same purpose as asphalt: make the surface suitable for automobiles.
